Lubbock TPC Reviews Transportation Plan Changes Affecting Daily Commutes

The Lubbock Metropolitan Planning Organization's Transportation Policy Committee is reviewing a two-year amendment to the Unified Planning Work Program. The nine-member board sets transportation policy and approves the Metropolitan Transportation Plan, Transportation Improvement Program and Unified Planning Work Program for the city. The amendment includes new special studies such as a travel demand model scheduled to begin this year.

Transit Service Updates Under Review

In a 2024 review the committee approved a plan to modernize Citibus. The changes call for increased fixed-route service, new routes serving the south, southwest and north areas, and adjustments to micro-transit to focus on localized trips. These adjustments affect residents who rely on public transit for work, medical appointments and other routine travel within the city.

Transit funding in the Lubbock MPO region increased by approximately 30 percent following the federal Infrastructure Investment and Jobs Act signed in November 2021. The added resources support the service expansions already approved and the studies now under consideration. Residents may see the results in route availability and frequency as the programs move forward.

Safety Planning and Next Steps

The Lubbock District recorded over 11,000 crashes in 2020. That figure prompted development of a Comprehensive Safety Action Plan that targets operational improvements and multimodal transportation. The current UPWP amendment review provides a vehicle for continuing that work alongside the new travel demand model.

Public comment on the amendment is expected by June or July. Residents who use Citibus routes, travel on local roads or participate in multimodal options can review the proposed studies and provide input during that period. The Transportation Policy Committee will consider comments before final action on the amendment.
